Outer index advances only when a pair is found

count_pairs(nums, target) should count the pairs that add up to target, so count_pairs([1, 2, 3], 4) returns 1.

count_pairs([1, 2, 3], 5) hangs. It only returns when a pair happens to be found on every pass.
